Stormwater Utility Feedback Survey
The Municipality of Arran-Elderslie is considering the implementation of a stormwater utility, which would impose a levy on users of the urban stormwater system to create a dedicated fund for constructing, operating, and maintaining stormwater infrastructure within the urban centers of Chesley, Paisley, and Tara.
Currently, stormwater-related expenses are funded through general taxation. The proposed utility levy would apply to users of the urban stormwater system and introduce service levels that establish and maintain curb and gutter along all urban streets, eliminating open ditches.
A comprehensive study has recommended a six-year phased rate structure, calculated based on property land area and type, as the most effective model for establishing the stormwater utility.
Council is committed to hearing from the community before making a final decision. Public Information Sessions were held on September 25, 2025 in Chesley, Paisley and Tara to provide information, answer questions, and gather feedback.

Feedback will be compiled and presented to Council in October 2025 to inform their final decision which will align with the 2026 budgeting process.
