The Municipality of Arran-Elderslie is exploring the creation of a stormwater utility to establish a dedicated fund for the construction, operation, and maintenance of stormwater infrastructure in the urban centres of Chesley, Paisley, and Tara.
At present, stormwater-related costs are paid through general taxation. Under the proposed utility, a levy would apply to properties using the urban stormwater system. This approach would support the introduction of service levels that establish and maintain curb and gutter along all urban streets—eliminating open ditches.
A comprehensive study recommends a six-year phased rate structure, based on property land area and type, as the most effective model.
Before making any final decisions, Council wants to hear from the community. Three Public Information Sessions will be held:

Each session will present the same information. An overview of the proposed utility will be followed by opportunities for questions and community feedback.
