Inspection Process

Once your building permit has been issued, the permit must be posted in a conspicuous location on the property and visible from the road.

The building must be built according to the reviewed plans included in the permit package. If the building is not built in accordance with the reviewed plans, a plans resubmission may be required to be applied for, and the work can not proceed until a supplemental permit has been issued by the Building Department.

The required inspections indicated on the permit must scheduled by notifying the Building Department at least two business days in advance. The reviewed plans and specifications included in the permit package must be available on site and safe site access is required. It is a violation to proceed without booking an inspection and could result in delays or completed work having to be uncovered, at the cost of the owner/applicant.

Inspection Types

The list of required inspections will differ depending on the nature, scope and scale of the project. The person whom a permit under section 8 of the Act is issued must notify the Building Department when each of the required inspections as per 1.3.5.1. of Div C indicated on the permit are ready to be inspected. The required inspections mandated by the Ontario Building Code are as follows:

Footing

Readiness to construct footings.

Foundation

Substantial completion of footings and foundations prior to commencement of backfilling.

Water Service

Readiness for inspection and testing of water service pipes.

Sanitary Sewer

Readiness for inspection and testing of building sewers.

Storm Sewer

Readiness for inspection and testing of building sewer.

Plumbing (underground)

Readiness for inspection and testing for building drains.

Plumbing (aboveground)

Readiness for inspection and testing of drainage systems, venting systems and water distribution systems. 

Plumbing (exterior)

Substantial completion of installation of plumbing not located in a structure, before the commencement of backfilling.

Plumbing (final)

Readiness for inspection and testing of plumbing fixtures and plumbing appliances.

Fire Service Main

Readiness for inspection and testing of fire service mains.

HVAC (rough-in)

Substantial completion of roughing-in of heating, ventilation, air-conditioning and air-contaminant extraction equipment.

Framing

Substantial completion of structural framing.

Fire Separation

Substantial completion of all required fire separations and closures and all fire protection systems including standpipe, sprinkler, fire alarm and emergency lighting systems.

Fire Access Route

Substantial completion of fire access routes.

Insulation & Vapour Barrier

Substantial completion of insulation and vapour barriers.

Air Barrier

Substantial completion of air barrier systems.

Occupancy

Completion of construction and installation of components required to permit the issue of an occupancy permit under Sentence 1.3.3.1.(3) or to permit occupancy under Sentence 1.3.3.2.(1) , if the building or part of the building to be occupied is not fully completed

Completion of construction and installation of components required to permit the issue of an occupancy permit under Sentence 1.3.3.4.(4) , 1.3.3.5.(3) or 1.3.3.7.(8) .

Completion of construction and installation of components required to permit the issue of an occupancy permit under Sentence 1.3.3.8.(2) .

Septic Basecut

Readiness to construct the sewage system.

Septic Installation

Substantial completion of the installation of the sewage system before the commencement of backfilling.

Public Pool & Public Spa

Readiness for inspection of suction and gravity outlets, covers and suction piping serving outlets of an outdoor pool described in Clause 1.3.1.1.(1)(j) of Division A, a public pool or a public spa.

Substantial completion of the circulation / recirculation system of an outdoor pool described in Clause 1.3.1.1.(1)(j) of Division A, a public pool or public spa and substantial completion of the pool before it is first filled with water.

 

Book an Inspection

The Municipality of Arran-Elderslie provides the following three options to schedule inspections. When booking the inspection, include the address, permit number, and inspection type. The building department must receive at least 2 days notice when booking an inspection. Booking inspections by emailing or calling/texting building department staff directly does not guarantee an inspection is scheduled.

Plans Resubmission

An inspector may require the applicant to apply for a plans resubmission when the building has deviated from the reviewed plans in the permit package. Once the building department has issued a supplemental permit, it will be tied to the original permit. Occupancy Permits

An Occupancy Permit allows a building, or a portion of a building, to be occupied or used. Under the Ontario Building Code, a building must not be occupied until it has either been fully completed, or an occupancy permit has been issued permitting occupancy prior to completion.

Occupancy permits are commonly used for partial or phased occupancy, where certain areas of a building are safe for use while other portions remain under construction.

An occupancy permit may be issued only when the portion of the building to be occupied complies with the lifesafety and health requirements of the Ontario Building Code and all previous inspections are passed.
