Winter Control

We offer snow clearing services on Municipal roads in Arran-Elderslie during the winter months to ensure the safety of our residents. Our crews make every effort to clear roads and sidewalks quickly and effectively. We maintain approximately 360 km of roads and 10 km of sidewalks with Municipal winter control activities, so your patience is appreciated.

 

 

During periods of heavy snowfall, our Road Patrol Personnel assesses the rate of snow and deploys snowplows in priority order.

In the event of overnight snow, we usually deploy snowplows and sidewalk plows at 3:00 am to prepare roads and sidewalks for motorists' and pedestrians' safe travel in the morning. We also deploy large trucks to haul snow away from roadways with the plows. We work early when traffic levels are low and conditions are safest for us to work.

Safety is our primary concern. Please help by following these guidelines:       

  • No parking on municipal roads from 2:00 AM to 7:00 AM, November 1st to April 30th.
  • Don’t move snow or ice from sidewalks or driveways onto or across the street (as per the Highway Traffic Act and Traffic and Parking Bylaw).
  • Keep snow and ice away from fire hydrants.
  • Clear snow from around your mailbox two feet in either direction
  • Avoid placing objects such as hockey or basketball nets on roadways or sidewalks.
  • Keep garbage and recycling containers back from the roadway and sidewalk
  • Be patient; snowplows will clear streets promptly.
  • Remove snow and ice from sewer grates and culverts to prevent flooding.

The Public Works Department will follow Ontario Regulation 239/02,  Minimum Maintenance Standards for Municipal Highways. As per these regulations, snow removal operations will not occur after 5:00 p.m. on any day, unless there is an emergency. 

What is a Significant Weather Event?

A Significant Weather Event means an approaching or occurring hazard which has the potential to pose a significant danger to users of the Municipality’s roadways, sidewalks and/or parking lots.  This may include:

  • A large accumulation of snow in a 24 hour period,
  • Ice formation that occurs with no warning,
  • High winds leading to large snow drifts, and or
  • Cold temperatures at which de-icing operations will not be effective

If a Significant Weather Event is declared, please take extra caution while travelling.

The Municipality of Arran-Elderslie may declare a Significant Weather Event when the weather conditions or the weather forecast meet certain criteria. The Municipality will notify the public on our website and social media. In these situations, the Municipality is notifying the public that it may not have the ability to meet the maintenance standards during the event.

From November 1 to April 30, overnight parking is not permitted on municipal streets between 2:00 a.m. and 7:00 a.m. This restriction helps ensure safe and efficient snow removal and winter road maintenance. Vehicles parked on the street during these hours may be ticketed and/or towed at the owner’s expense.

I received a Parking Ticket - What do I do now?

  1. You can choose to pay the ticket within 15 days of receiving it by visiting the Municipal Office. Following voluntary payment, no further action is required on your part. 
  2. You can file a Notice of Intention to Appear at the Municipal Office. 

    A notice of intention to appear is a formal request you submit to the court if you wish to dispute a parking ticket and have your case heard before a justice of the peace. By filing this notice, you are indicating that you do not accept the infraction and want to challenge it in court rather than simply paying the fine.

    How it works:

    • After receiving a parking ticket, you must file the notice of intention to appear within the time limit stated on the ticket. 
    • Once submitted, the court will schedule a trial date and notify you.
    • You must attend the scheduled hearing to present your case.
    • If you do not file the notice or fail to attend your trial, you may be found guilty in your absence and required to pay the fine.
  3. If you choose to take no action, the parking ticket may be filed with the Courts. Unpaid parking fines can result in the Ministry of Transportation denying your vehicle’s license plate renewal. You won’t be able to renew your plates until all outstanding fines are paid.

 

 

The Municipality determines the sections of sidewalks that will be sanded, salted and plowed by Public Works department staff based on our target levels of service.
