Dear Property Owner/Resident,
Project Details: The Corporation of the Municipality of Arran-Elderslie is undertaking a construction project in your area. This letter provides details about the project and information on how the project may affect you and your household.
Location: Victoria Street (Inkerman Street to Mill Drive) and Mill Drive (Victoria Street to Queen Street South)
Schedule: Start Date: May 1, 2026Finish Date: November 1, 2026 (Paving October 2026)
Working Hours: Monday – Thursday 7:00 am – 7:00 pm
Friday – 7:00 am – 4: 00pm.
Scope: Removal/Replacement of Storm and Watermain (Mains and Servicing), Curb and Gutter
Installation, Sidewalk Construction (East Side), Asphalt resurfacing, erosion control
measures for storm outfall and Reconstruction and Asphalt Paving, Topsoil and Sod
Consultant: GSS Engineering Consultants Ltd.
Contractor: Kurtis Smith Excavating Inc.
How will Construction Impact You?
Road Access: There will be times when the roadway will be obstructed (please be patient) with construction activities. It is expected that your driveway will be accessible most of the time (except during the curb/sidewalk installation in front of your residence and during laneway reconstruction and/or paving activities). The contractor will attempt to tidy the area as work progresses, but the final restoration is scheduled for near the end of the project. Please note the schedules are subject to change due to weather or unforeseen circumstances.
The contractor will make every attempt to ensure there is one lane open for local traffic after hours and will always ensure EMS access to the site.
Garbage and Recycling Collection: If your pick-up point is temporarily blocked by construction the Contractor will assist in collecting and transporting your waste and recycling. Note: All property owners are requested to write house numbers on their Garbage Containers and Blue Boxes to avoid getting them misplaced or lost during garbage pickup.
Underground Utilities: The municipality will be providing temporary water services to each home prior to construction. As well during the construction you may experience temporary disturbance in services. This could be a result of the contractor striking an underground service. Please report it immediately to the contractor and they will arrange the repair within 24 hrs.
Vibration: The possibility of vibrations due to compaction equipment during construction is not anticipated to be significant; however, the potential does exist during construction. Please protect your valuables that may be susceptible to damage due to vibration.
Property: The municipality will not be responsible for owner installed items within the road allowance, such as sprinklers, landscape features, lamp posts, wires, gardens and/or planters, etc. If you have any of these items, it will be your responsibility to remove them prior to and during the project, if possible.
Pre-Condition Survey: The contractor will undertake a Pre-Construction survey of all properties within the vicinity of the proposed construction, as requested by the Corporation of the Municipality of Arran Elderslie. Property owners are requested to cooperate with the contractor and their sub-trade WHS (Wristen’s Home Specialties). as they complete an Interior and Exterior Inspection of your property for their protection. This survey will assist in assessing and addressing any damage that may occur to the property as a direct result of construction. Should you not allow the Contractor and/or WHS. to complete their investigation it could negatively impact any claim you may have against the contractor for damages. This work will be completed by WHS approximately May 5, 2026 to May 11, 2026.
Emergency Services: The municipality and the contractor are fully engaged in ensuring that Emergency Services will have access to the site and/or your residence 24 hours a day. If you need Emergency Services, please continue to call 911 as needed.
