Notice of Study Commencement (Revised)

Arran-Elderslie is carrying out a study to increase the capacity of Paisley Wastewater Treatment Plant, since plant capacity utilization is anticipated to increase beyond rated capacity allowed by The Ministry of Environment, Conservation and Parks (MECP). The Study is being conducted as Schedule C ’EA’ and will require completion of Phase 1, 2, 3 and 4 of the Municipal Environmental Assessment which is an approved process under the Environmental Assessment Act.


WE WANT TO HEAR FROM YOU!
Public consultation is a key component of this study. The proposed consultation plan provides for public consultation in the study as follows:
• Fall 2024 – to review the problem and review alternative solutions (completed activity);
• Summer 2025 – to review alternative design concepts (still continuing).


Municipality shall post study information on its website as a way to consult public and stakeholders. Accordingly, we request all those who are interested in the study to check the website.


In addition there will be an opportunity to review the final Master Plan report.


STUDY AREA
The Paisley Wastewater Treatment Plant services the Paisley community and accordingly, the study area must include the entire community. The study area is shown below.

MUNICIPALITY FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY ACT
Note that the Municipal Freedom of Information and Protection of Privacy Act (MIFPPA), sets out certain rules regarding the disclosure to third parties of information held by municipalities and local boards. All correspondence, documentation and information provided to staff of the Municipality of Arran-Elderslie or its agents by any stakeholder, in connection with ongoing environmental assessment, will become the property of the Municipality, and as such, subject to the MFIPPA, and may be released, pursuant to the Act.
If a stakeholder wishes to protect from disclosure any or all of the documents that are submitted to the Municipality as part of their concern on this study, a letter shall be submitted as an attachment to the submitted information to the attention of the Clerk, Municipality of Arran-Elderslie, stating any or all of the documents that the stakeholder wishes to protect, referencing the above mentioned legislation, and signed by a stakeholder. This letter will not guarantee that there will never be disclosure, but it will provide the groundwork for handling an application for disclosure by a third party under this legislation.
