NOTICE OF MASTER PLAN COMPLETION


The Municipality of Arran-Elderslie initiated a Bridge Infrastructure Master Plan in September 2019 in order to address future infrastructure needs associated with 17 older bridges distributed throughout the municipality. The bridges, which were constructed between 1910-1950, require significant rehabilitation or replacement in the next 20-30 years and, as a group, represent a significant capital commitment for the Municipality. The Master Plan review process considered a range of factors associated with each bridge, including current and anticipated traffic volumes, capacity, local and regional transportation linkages, expected replacement cost, potential heritage value and proximity to community features. The Master Plan process has now been completed. The Municipality decided to continue maintaining, repairing, and replacing bridge structures as necessary to ensure the transportation network stays safe and connected, provided these investments continue to be financially sustainable within municipal budgets.


THE ENVIRONMENTAL ASSESSMENT PROCESS:
The Bridge Infrastructure Master Plan was conducted in accordance with the requirements of the Municipal Class Environmental Assessment (Class EA) which is an approved process under the Environmental Assessment Act. Master Plan projects incorporate Phases 1 & 2 of the Class EA process and also include consultation with the general public, government review agencies, Indigenous Communities and affected property owners. While the Master Plan addresses the need and justification for the proposed bridge infrastructure needs at a broad level, more detailed Class EA studies may be required prior to the construction of some components of the plan.


PUBLIC INVOLVEMENT:
The Master Plan has been completed and, by this notice, is being placed on the public record for public review. A digital copy of the final report will be available for review on the Arran-Elderslie website at https://www.arran-elderslie.ca for a 30-day review period as of March 5, 2026. Hard copies of the report will also be available at the municipal office. Comments and questions related to the Master Plan Report will be accepted until April 4th, 2026. Contact information is listed below. Thereafter, the Master Plan will be reviewed and revised taking into consideration the comments that are received from the public. The recommended Master plan will be brought back to Arran-Elderslie Council for their consideration.
